One charger is an electrical job. Six is a capacity problem, a metering question and a groundworks plan, and the order those get answered in decides whether the project is affordable.
Capacity before layout
The instinct is to start with how many bays are wanted. The useful order is the reverse: establish what the incoming service can carry, then work out how many bays that supports with load management, then place them. A service upgrade is the fallback rather than the starting point.
Load management across a group of chargers is what makes commercial installations affordable. Six bays sharing a managed supply need far less capacity than six independent circuits, and in practice a car park is rarely full of cars all needing maximum rate at once, which is the same logic as a level 2 charger at home.
Where the service genuinely cannot support it, that is a supply company conversation with its own timescale, and it is far better discovered at the start than after the trenching is quoted. Commercial electrical covers how we approach site work generally.
How it runs
What the incoming service carries and what is already drawing on it. Everything else follows from this number.
How many the site supports with load management, which is usually a good deal more than an unmanaged calculation suggests.

Groundworks and metering
On most commercial charging projects the electrical work is not the expensive part. Getting supply across a car park is, and that is why conduit should be sized and routed for the bays you might add rather than only the ones being installed now.
Doing that once costs a fraction of doing it twice, and the same logic applies as with any buried run. Outdoor and landscape lighting covers the burial discipline that decides whether underground work lasts.
Metering is the other early decision. If charging is to be billed, whether to staff, tenants or the public, the metering arrangement has to be designed in rather than added, and it affects where the distribution sits.
