The instinct is to start with how many bays are wanted. The useful order is the reverse: establish what the incoming service can carry, then work out how many bays that supports with load management, then place them. A service upgrade is the fallback rather than the starting point.

Six bays sharing a managed supply need far less capacity than six independent circuits, and in practice a car park is rarely full of cars all needing maximum rate at once, which is the same logic as a level 2 charger at home.
