Fans fail in a small number of ways and each points somewhere specific. Wobble is almost always the mount, a hum is almost always the wrong control, and no response is almost always the switch or the capacitor.
Wobble and hum
Wobble is a mounting problem far more often than a blade problem. A fan-rated box on a proper brace removes most of it on its own, and where a fan has been hung from a standard light box, that is both the cause of the wobble and a safety issue in its own right. Balancing the blades is a small final adjustment rather than a rescue, and anyone who reaches for a balancing kit before checking the mount is working in the wrong order.
A hum that varies with speed is usually a dimmer fitted to a fan motor, which is the wrong control for the job. The fix is a proper fan speed control or a remote.
That is a switch change rather than a fan repair, and outlet and switch installation covers it. It is a different symptom from flickering lights even though both are often blamed on the fitting.

Dead or intermittent
A fan that does nothing is most often a switch, a pull chain, or the capacitor that sets the speeds. Capacitors are a genuine consumable and fail predictably: the fan runs at one speed only, or hums without turning.
Where the light works but the fan does not, or the other way round, that narrows it further because the two are usually switched separately. Where neither works, the circuit is worth checking before the fan, and outlet and switch repair covers the case where the supply rather than the fan is the problem.
Replacement runs $150 to $500 where a rated box already exists, so there is a point beyond which repair is not sensible. Figures are example ranges.
A failed motor, or a fan old enough that parts are gone, is a replacement rather than a rebuild, and ceiling fan installation covers what that involves. While it is down the box gets checked regardless, as it would for pot lights on the same ceiling.
