A full panel and an undersized service are different problems. Where the service still has capacity and only the slots have run out, a subpanel gives you room for a fraction of what a service upgrade costs.
The distinction that pays
A panel has a finite number of breaker positions and a finite amperage. Running out of positions is a physical limit on the box. Running out of amperage is a limit on the service feeding it.
A load calculation separates them in an hour. Where the totals sit comfortably under what the service can carry, a subpanel is the honest answer and an electrical panel upgrade would be selling you capacity you already have.
Tandem breakers are the third answer people are offered. They double up two circuits in one slot and some panels accept them, but many do not, and stuffing a panel that is not listed for them is how breaker panel problems start. We check the panel label rather than guessing, and where the label is missing a panel inspection settles it.
How it runs
Totals against the demand factors, to confirm the service can carry the addition. This is the step that decides subpanel versus service upgrade.
Where the feeder runs, how it is protected, and what it has to be sized for. Runs to detached buildings bring burial depth and a remote disconnect into it.

Where they go
The point of a subpanel is short branch runs.
That matters most for garage and shop wiring, where tools, a compressor and a charger can otherwise mean four long home runs. It matters again for renovation and basement wiring, where a finished suite needs its own group of circuits and a tidy place to land them.
Where the load you are adding is a car charger specifically, look at EV charger installation first. Load management sometimes removes the need for any new distribution at all.
