A panel has a finite number of breaker positions and a finite amperage. Running out of positions is a physical limit on the box. Running out of amperage is a limit on the service feeding it.

A load calculation separates them in an hour. Where the totals sit comfortably under what the service can carry, a subpanel is the honest answer and an electrical panel upgrade would be selling you capacity you already have.

Tandem breakers are the third answer people are offered. They double up two circuits in one slot and some panels accept them, but many do not, and stuffing a panel that is not listed for them is how breaker panel problems start. We check the panel label rather than guessing, and where the label is missing a panel inspection settles it.
