Every termination gets checked for tightness, because a loose one heats under load and gets worse rather than staying the same. That single check accounts for most of what a panel inspection finds and most of what it prevents.

Breakers are assessed for condition and age. Thermal elements weaken over years of tripping until a breaker operates below its rating, which shows up as nuisance tripping that people wrongly blame on their appliances. Tripping breaker diagnosis is where that usually starts.

The bus bar is the finding that changes the answer. Pitting where a breaker has been arcing means a replacement breaker will arc against the same damage, and at that point breaker panel repair stops being sensible and a panel upgrade is the honest quote.
